Even if we wanted to make the order of fields in a form language-dependent (which I'm not very comfortable with), this seems an odd way to do it. It introduces an unnecessary HTML message which could be broken in interesting ways and generally strikes me as odd.

Tweak it up a little more -- also unescape the double-escaped quotes and angle brackets to keep the help message legible, but move unescaping down below the XML metaformatting, so the mail samples don't get misformatted as if they were XML elements.

Tweaks to r25923 for my own peace of mind:

(bug 11296) Introduced special case pretty-printer rendering of the help document, whereby ampersands will not be escaped, which seems to be the only cause ATM of broken links in the help. This is a *temporary* fix while we work on getting a fully-html version of the help complete, but one that should not reintroduce any security vulnerabilities (as the only text that is unescaped is hardcoded into the API).

The local language names as title are a cute feature, but a few problems:
* It only seems to use the values for the content language for this, though UI language would be more appropriate.
* A hojillion wfMsg() calls are made when Names.php is loaded, which feels kind of icky to me. Would trigger message cache initialization early and does a lot of extra calls not needed 99% of the time.
I'd rather only load values when required.

I really don't like inserting bogus entries into the link tables, that looks fragile and generally horrifying.

* Speed up Special:UncategorizedPages and Special:Deadendpages (no longer marked as slow queries). They now add blank ('','') entries for pages without ANY links or categories. Note that these entries are now what is checked by Special:Uncategorizedpages and Special:Deadendpages. Thus, refreshLinks.php needs to be run before either of these pages will work correctly. An update script will be forthcoming.
