Load mediawiki.action.edit.styles on mobile

Hopefully uncontroversial.
Mobile non-js editing is currently feature flagged
by $wgMFAllowNonJavaScriptEditing so this shouldn't have
any impact on production but will ensure the editor gets
styled consistently with future changes here.
