Update Pipe Trick semantics per bug 845 and bug 21660

Allows fullwidth variants of "(", ")", and "," everywhere
Adds [[#section|]] -> [[#section|section]] (initial # only)
Adds [[/sub/section|]] -> [[/sub/section|section]]
