Move plural rules of Samogitian(sgs) to plurals-mediawiki.xml

* CLDR does not define plural rules for sgs.
* Port the plural rules present in LanguageSgs.php to CLDR plural
  definition syntax
* Remove LanguageSgs.php
* Update the tests, reorder/rename the plural form names
